PACT Project in Spain – Improving services to people at risk of exclusion

The ProActive Case-based Targeted model (PACT) is a pilot initiative in the Spanish region of Castilla y León. PACT is piloting a new model in Spain which looks to bring about changes in the way social services are delivered so as to better identify and provide timely services to individuals and families at risk of social exclusion .

The project is using the combined approaches of i. strengthening collaboration between the public services and local social organisations (NGOs) and ii. proactive social investment.

PACT is being piloted simultaneously in four different locations (León, Salamanca, Valladolid and Valladolid province). The pilots will be evaluated and the learning will inform approaches to addressing social exclusion in the region and wider.  The University of Valladolid is therefore a partner in the project and supporting its design and evaluation. EAPN Castilla y León is also a key partner.

PACT has a transnational element to support the development of the project and share and discuss the learning. This includes partners in Romania, Hungary and Ireland. EAPN Ireland is the lead partner in Ireland and a workshop on PACT will be held in Dublin in September 2018.
