			<content:encoded><![CDATA[<p>In this latest edition of the EAPN Ireland Review we focus on the Europe 2020 strategy and its implementation, with a particular focus on the poverty target. It contains a briefing on the strategy and a report from workshops carried out in September which looked at the commitments to address poverty and the actual reality throughout the country. The report highlights the impact of the recession and the austerity measures taken by Government and proposals for change from participants. It focuses on proposals on access to adequate income for those dependant on social welfare supports and those who are low paid and how the Government should develop its approach to supporting people into meaningful training and employment. 			<content:encoded><![CDATA[<p>Now available on the EAPN Ireland website is our &#8220;Guide to the 31st Dáil&#8221; for Anti-Poverty Groups.</p>
<p>This Guide has been produced by the European Anti-Poverty Network (EAPN) Ireland and builds on the Guide to the 30th Dáil published by the Network in 2007. It is intended as a short briefing on the functioning of the Dáil and a simple explanation of specific areas that may be of interest to people operating in the community/NGO sector in attempting to make the best use of the Dáil.</p>
<p>In addition to providing some background information about the make-up of the Dáil and when it is in session, this briefing outlines how legislation is passed in the Dáil and how you can impact on proposed legislation; how parliamentary questions are put and how to lobby Dáil Committees. The Guide also outlines the role the Dáil plays in engaging with EU policy proposals.</p>
<p>This also provides an interesting and stimulating summary of the key points from the Programme for Government.</p>

			<content:encoded><![CDATA[<p>The production of this report arose from concerns expressed by partners in the “Ireland in Social Europe Project” about weaknesses within consultative processes in Ireland and, in particular, the high level of dissatisfaction with these processes reported by those experiencing poverty, social exclusion and  inequality and by the organisations that represent them1. The aim of the report is to:</p>
<p>• Map out key issues and to identify the reasons for a disconnect between the ideals and the reality of consultation and participation.</p>
<p>• Explore models of good practice from other countries that address these issues and draw conclusions on the outcomes for stakeholders.</p>
<p>• Present suggestions on how participation can be made more meaningful and productive, especially for the communities who are the intended recipients of services and policy developments.</p>

			<content:encoded><![CDATA[<p>This Burning Issues paper presents some of the key issues faced by people living on low incomes and experiencing different forms of social exclusion.</p>
<p>The content of the &#8220;Burning Issues&#8221; paper has been developed as a result of thematic focus groups carried out throughout Ireland in late 2009 and early 2010, as part of the ‘Ireland in Social Europe’ Project. Running from 2009-2011, the project was coordinated by the European Anti-Poverty Network (EAPN) Ireland and involves the following partners:</p>
<p>• Community Workers Cooperative (CWC)<br />
 • Irish National Organisation of the Unemployed (INOU)<br />
 • Vincentian Partnership for Social Justice (VPSJ)<br />
 • Cork City Council, Social Inclusion Unit<br />
 • Northern Ireland Anti-Poverty Network (NIAPN)</p>
<p>The first three partners were involved in the focus groups which are the subject of this paper. The aim of the Burning Issues paper is to present the issues and solutions which the focus groups participants raised as a way of stimulating debate and actions by policy makers, and those implementing them, to bring about positive change.</p>
